Speed Bump or Illusion

In West Vancouver, Canada is apparently not satisfied with its original speed bump. The officials decided to come up with a new way to scare and slow drivers down. They have created a 3D picture of a little girl with a ball that appears to rise up as you get the closer. The picture looks pretty real and would defiantly make you slow down. The only problem with this is if people get accustomed to it when it is a real little kid they might not realize it and hit the child. Do you think this new invention is a good one that will be affective?
